Kelly Harrison Feil, President and Principal Consultant
Kelly has nearly 24 years of successful program development and management experience. For five years, she served
as a Director for the National Disease Research Interchange (NDRI), where she created and managed m
ultiple federally funded programs. Late, at the University of Pennsylvania, she secured over $20M in grants funds,
serving as the Director and Co-Investigator of the  NCI-funded Cooperative Human Tissue Network; her division
provided nearly 23,000 biospecimens annually to hundreds of researchers. After 17 years of securing federal funding
for 100% of the costs of all programs she managed, Kelly began offering her grants expertise to a national audience,
serving as senior grant consultant for the Hanover Research Council and Principal Consultant for TKG.  She is also an
internationally  recognized expert in the field of biobanking, advising organizations such as the Chernobyl Tissue Bank
and the Chordoma Foundation. Kelly is currently serving as an author for the third edition of Best Practices for
Repositories, published by the International Society for Biological and Environmental Repositories (ISBER) and for the
first edition of the American Medical Education and Research Association (AMERA) Standards for Accreditation for
Non-Clinical Tissue Providers. Her work has also appeared in the Journal of the American Medical Association (JAMA)
and the American Journal of Human Genetics. As President of The Kellyn Group, LLC, she has provided consulting
services to nonprofit and corporate clients in the humanities, education, health care, and research.  She is also an
expert in multiple areas related to federal compliance, including budgeting/grants management, human subjects, and
privacy regulations. Kelly offers an innovative, strategic approach to refining programs and partnerships to produce
stronger federal and foundation grant proposals.

Frederick J.C. Feil, Senior Consultant
J.C. has an extensive management background in both the corporate and not-for-profit sectors. For six years, he was
a federal grants manager at the University of Pennsylvania, where he also served as the liaison with the National
Cancer Institute for the Tissue Array Research Program (TARP).  Since 2008, he has been a Senior Consultant with
The Kellyn Group.  JC brings a strong accounting, auditing, and compliance background including extensive familiarity
with OMB circulars A-133, A-21, A-110, and A-122, as well as familiarity with Federal Acquisition Requirements (FAR).  
He is a master at corporate and foundation grant research and his work with TKG includes: development of grant
budgets; compliance reviews; SOP development and best practices for biorepositories;  federal, state, and foundation
grant prospecting; development of strategic alliances; and background research and literature reviews.  J.C.is also an
accomplished musician and composer who has performed with The Philadelphia Jazz Ensemble and The Stan Kenton
Orchestra; he taps into that background to assist TKG's arts clients.
